Terms of Reference: Project Governorate Coordinators

 

Location: Aden ,Lahj, Adhala'a 

Level: Field Coordinator Level (4)

Category: D4 (National staff)

Contract type: One-year  extendable based on performance

Number of staff: 3 

Job Summary:

The Project Governorate Coordinators based in Aden - Ad Dhali & Lahj (PR) are responsible for coordinating and overseeing projects within their assigned governorates. With a team of three staff members, their role involves ensuring efficient project implementation, monitoring progress, and liaising with stakeholders. Key responsibilities include conducting needs assessments, developing project plans, managing budgets, and reporting on project outcomes. The coordinators will collaborate with local authorities, community leaders, and partner organizations to facilitate project activities and address any challenges. Requirements for this role include relevant experience in project coordination, strong communication skills, and the ability to work effectively in a team.

 

Responsibilities:

 

  1. Coordinate the overall delivery of assistance   and interventions in the targeted governorate . 
  2. In cooperation with program team, coordinate with local authorities and stakeholders at the governorate and district level in ensuring timely of assistance to required locations in line with actual needs . 
  3. Contribute to in addressing problems in the field, and maintain regular communication and information sharing with program team. 
  4. Collect and analyze data for the Situation Analysis in target governorate. 
  5. Follow up of referral cases from the targeted communities and ensure they got the responses on time. 
  6. Works directly with local councils, communities and vulnerable groups to implement the related program interventions. 
  7. Undertake ongoing visits to sites, assesses local conditions and resources, and monitors inputs. 
  8. Communicate with local counterpart authorities on program feasibility and effectiveness including monitoring the delivery of program assistance. 
  9. Undertake follow-up action on program implementation activities, contributes to teamwork building, and prepares a relevant report.  Suggest changes in program work plans as required . 
  10. Attend coordination meetings in target governorates, prepare notes and undertake follow-up action and coordination related to program implementation and monitoring . 
  11. In cooperation with the M&E team, ensure appropriate accountability mechanism is understood and accessible to targeted communities and responding to any feedback as needed . 
  12. Assist in the compilation of data for weekly, bi-weekly reports and quarterly reports with the MEAL team and technical staff. 
  13. In coordination with security staff and advisors, ensure day-to-day compliance with the security plan and procedures, and lead on the monitoring and assessment of risks to staff, partners and other stakeholders and travel to the field when the security situation allows . 
  14. Liaise closely with local authorities and partner agencies at the governorate and district level to ensure program compliance with applicable policies and regulations and complementary with other agencies' efforts . 
  15. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values, and stand-point with regard to internal and external actors . 
  16. Maintain flexibility to take on added responsibility as and when needed 
  17. Supervise and provide guidance to project staff, ensuring their effective performance and adherence to project objectives and work plans.
  18. Identify capacity-building needs of project staff and facilitate training and mentorship opportunities to enhance their skills and knowledge.
  19. Foster a supportive and inclusive working environment that promotes teamwork, professional growth, and learning.

 

  1. Qualifications and Experience:

 

  1. Bachelor's degree in a relevant field (e.g., social sciences, international development, humanitarian studies).
  2. Minimum of [2 ] years of experience in project coordination or management, preferably in the field of humanitarian response or development.
  3. Knowledge and understanding of project management principles, tools, and techniques.
  4. Strong coordination and networking skills, with the ability to engage and collaborate with diverse stakeholders.
  5. Experience in community engagement and participatory approaches.
  6. Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
  7. Strong communication and interpersonal skills, with the ability to work effectively in a multicultural and multidisciplinary team.
  8. Fluency in English and [local language] (both written and spoken).
  9. Demonstrated commitment to humanitarian principles and values.

 

  1. Salary and Benefits:

The This Position will receive a competitive salary commensurate with their qualifications and experience. The salary package will include base salary, taxes, social security contributions, health insurance, and life insurance, as per the organization's policy.
