Job Summary:

The FSAC Field Officer is responsible for the effective field-level implementation of food security and emergency livelihood activities in Taiz (AA area). Under the supervision of the Project Manager and Coordinator, the officer will lead beneficiary verification, coordinate unconditional cash assistance, and support emergency livelihood interventions such as livestock distribution. The role ensures that all activities are aligned with FSAC cluster standards and organizational policies, with a strong focus on accountability, documentation, and coordination with local stakeholders.

Key Responsibilities:

1. Field Implementation and Coordination

· Conduct field-level implementation of food security and livelihood activities, including unconditional cash transfers and emergency livestock support.

· Ensure that all activities are in line with FSAC cluster guidance and project objectives.

· Coordinate with local authorities, community committees, and other stakeholders to ensure smooth implementation and community acceptance.

2. Beneficiary Management

· Lead the process of beneficiary identification and verification in collaboration with community committees and local leaders.

· Ensure that targeting criteria are applied fairly and transparently.

· Maintain accurate and up-to-date beneficiary records.

3. Cash and Livelihood Support

· Oversee the distribution of unconditional cash assistance, ensuring timely and secure delivery to beneficiaries.

· Support the implementation of emergency livelihood activities, including livestock distribution and training.

· Monitor the use and impact of assistance provided to ensure it meets intended objectives.

4. Monitoring and Reporting

· Monitor the progress of field activities and Prepare weekly and monthly reports on FSAC activities including achievements, challenges, success stories and lessons learned.

· Ensure proper documentation of all field activities, including distribution records, beneficiary lists, and monitoring forms.

· Submit regular reports to the Project Manager and coordinator, including narrative summaries and statistical data.

5. Accountability and Compliance

· Promote accountability to affected populations by supporting complaint and feedback mechanisms.

· Ensure compliance with organizational policies, donor requirements, and humanitarian principles.

· Uphold standards of neutrality, impartiality, and non-discrimination in all activities.

6. Coordination and Representation

· Represent the organization in field-level coordination meetings with local authorities and community stakeholders.

· Maintain strong relationships with community leaders to facilitate access and ensure community engagement.

Qualifications and Requirements:

· Bachelor’s or diploma degree in Agriculture, Social Sciences, Development Studies, or a related field.

· At least 2 years of experience in food security, livelihoods, or humanitarian fieldwork.

· Experience in cash-based interventions and emergency livestock support is highly desirable.

· Familiarity with FSAC cluster standards and humanitarian coordination mechanisms.

· Strong communication, negotiation, and interpersonal skills.

· Proficiency in Arabic and English languages.

· Ability to work independently and under pressure in remote and challenging environments.

· Strong computer skills, especially in Microsoft Excel and data collection tools.
