Job Title: Shelter Team Leader / Distribution Supervisor)
Duty Station: Taiz
Contract Type: Full-time
Duration: 09 Months
Position Overview:
The Shelter Team Leader will be responsible for overseeing and coordinating the technical and operational implementation of shelter-related distributions in IRG-controlled districts of Taiz. This includes emergency shelter kits, repair kits, non-food items (NFIs), and energy kits. The Team Leader will ensure that all activities are carried out in compliance with Shelter Cluster standards, BoQs, and organizational policies. The role involves supervising field teams, ensuring targeting accuracy, and upholding quality, accountability, and safety in all phases of implementation.
Key Responsibilities:
1. Field Implementation & Supervision
· Lead the planning and execution of shelter and NFI distributions.
· Prepare detailed distribution and implementation plans, including field team assignments and timelines.
· Ensure field teams conduct accurate beneficiary registration and verification, in line with targeting criteria.
· Supervise shelter field workers, skilled labor, and casual workers during assessments, distributions, and kit assembly.
2. Technical Quality & Standards Compliance
· Ensure construction quality and material use align with project BoQs and shelter design guidelines.
· Conduct field inspections to monitor work progress, safety standards, and technical compliance.
· Resolve on-site technical issues in collaboration with the Shelter Coordinator and Engineering Team.
3. Coordination & Community Engagement
· Coordinate with local authorities, partners, and community committees to ensure smooth access and community acceptance.
· Represent the organization in local shelter or distribution coordination meetings when delegated.
· Address community concerns or feedback during distribution or shelter activity phases.
4. Monitoring & Reporting
· Oversee data collection and ensure timely submission of distribution reports, attendance sheets, and verification records.
· Track performance indicators such as the number of kits distributed, households reached, and incidents or complaints.
· Maintain field logs and support post-distribution monitoring (PDM) and beneficiary feedback mechanisms.
5. Staff Supervision & Capacity Building
· Lead and mentor distribution staff and shelter assistants under your supervision.
· Provide on-the-job coaching and contribute to performance evaluations.
· Support the Shelter Coordinator in conducting training on distribution protocols, shelter standards, and community engagement practices.
6. Resource Management
· Monitor inventory of shelter kits, NFIs, and distribution materials; ensure timely requisition of supplies.
· Ensure safe storage, handling, and transportation of items to field locations.
· Maintain accurate records of materials distributed and submit related documentation to Logistics and Finance.
Required Qualifications:
· Education: Bachelor’s degree or diploma in Civil Engineering, Architecture, Construction Management, or a related technical field.
· Experience: Minimum 2–4 years in shelter programming, distribution coordination, or humanitarian response.
· Skills:
o Proven experience in managing field teams and coordinating large-scale distributions.
o Strong knowledge of shelter construction/repair methods and materials logistics.
o Familiarity with humanitarian standards (Sphere, Shelter Cluster, etc.)
o Excellent interpersonal, communication, and leadership skills.
· Languages: Native Arabic; good spoken and written English.
Personal Competencies:
· High level of accountability and attention to detail.
· Strong problem-solving skills, especially in remote or high-pressure settings.
· Ability to multi-task and manage field priorities under minimal supervision.
· Commitment to humanitarian principles and delivering aid with dignity and cultural sensitivity.
